For years, regional employers across NSW viewed the RDA Orana Designated Area Migration Agreement (DAMA) as a fallback option – a complex alternative to explore only when mainstream skilled visas failed.
As the Australian Government has systematically tightened standard immigration pathways over time, regional sponsors have increasingly turned to the DAMA. It is no longer just a backup plan; it has become the most viable option to successfully recruit and retain a workforce within regional areas.
What Makes the Orana DAMA Footprint So Attractive?
- The greatest strength of the Orana DAMA is that it is not restricted to a single town or remote outpost. Negotiated directly with the federal government, this framework acts as a massive regional network covering roughly 60% of New South Wales.
- It spans 53 local government areas across five major Regional Development Australia (RDA) territories:
- Orana: Including Dubbo Regional, Mid-Western Regional, Narromine, Gilgandra, Warren, Coonamble, Warrumbungle, Walgett, Brewarrina, Bogan, Cobar and Bourke
- Central West: Including Bathurst, Blayney, Cabonne, Cowra, Forbes, Lachlan, Lithgow, Oberon, Orange, Parkes and Weddin.
- Riverina: Including Bland, Carrathool, Coolamon, Cootamundra-Gundagai, Griffith, Hay, Junee, Leeton, Lockhart, Murrumbidgee, Narrandera, Snowy Valleys, Temora and Wagga Wagga
- Murray: Covering Albury, Balranald, Berrigan, Edward River, Federation, Greater Hume, Murray River, Wentworth and parts of the Snowy Valleys
- Southern Inland: Covering Wingecarribee, Goulburn-Mulwaree, Upper Lachlan, Hilltops, Yass Valley, Queanbeyan-Palerang, Snowy Monaro.
The Power of a Shared Regional Network
Because these regions share a single, coordinated DAMA framework, local businesses gain immense operational flexibility. It allows multi-regional agricultural operations, transport companies, and healthcare providers to seamlessly manage their staffing needs.
Furthermore, instead of forcing migrant workers into extreme isolation, the Orana DAMA gives them access to enjoying regional hubs with established schools, infrastructure, and strong multicultural communities. This connected environment makes it significantly easier for international workers to settle down, meaning they are far more likely to stay with your business long-term.
The Four Main Concessions: What Your Business Gains
- Access to Non-Standard Jobs
- Standard skilled visas limit sponsorship to high-tier professional or managerial lists. The Orana DAMA breaks this barrier by opening up 129 distinct occupations across ANZSCO Skill Levels 1 to 5. This lets local businesses legally sponsor vital, hands-on workers – such as specific trade, hospitality, childcare, and agricultural roles – who are otherwise locked out of the migration system.
- Realistic Salary Concessions
- Meeting the current Core Skills Income Threshold (CSIT) can break a regional business’s budget. For select roles, the Orana DAMA offers two practical salary concessions to align with local award rates:
- Type 1: Pay 90% of the standard CSIT, as long as it matches local market rates and modern award minimums.
- Type 2: Lower the base cash salary to 90%, and offset the remaining 10% by providing guaranteed non-monetary benefits like food and board.
- Eased Age and English Limits
- The framework accommodates highly experienced, mature-age personnel by raising the standard age ceilings. Employers can sponsor candidates up to 50 years old for Skill Level 5 roles, and up to 55 years old for Skill Levels 1 – 4. Additionally, English requirements drop to an average IELTS score of 5.0 (with no minimum band scores for SC482 visa and with a minimum band score of 4.0 for SC186), shifting the focus to workplace safety rather than academic fluency.
- Stronger Staff Retention (Guaranteed PR)
-
- Under this framework, employees sponsored on a Subclass 482 visa can transition to permanent residency via the Employer Nomination Scheme (Subclass 186) after completing just 2 years of full-time work with your business. This structured pathway gives foreign workers a powerful incentive to commit to your enterprise long-term.
